Check your local farmers or green markets. Also, check menus of tapas-style restaurants that like to do fresh, local ingredients. In the Bay Area, Happy Quail sells at SF Ferry Plaza, Menlo Park, and Palo Alto, and then wholesale to a whole range of restaurants--in season, which has just about ended. (Sorry!) We've been lucky enough to stumble across Happy Quail peppers, including padrones, at local restaurant.
